Friday, September 22, 11 a.m. MDT: Estimating the Burden: NAGPRA regulations and the costs of compliance with Melanie O'Brien, Manager, National NAGPRA Program

Melanie O'Brien, Manager, National NAGPRA Program, will explain how the Department of the Interior estimates the financial burden of regulatory actions in general, and the specific estimates provided for the proposed NAGPRA regulations. Melanie will also summarize the many comments received on the proposed regulations related to the costs of complying with NAGPRA. Melanie will explain the difference and overlap between the cost-benefit analysis and the information collection requirements of the regulations. This session is intended to be informative, explanatory, and a deeper dive into public policy as it intersects with NAGPRA. Suggested background readings include the links above as well as The Reg Map - Informal Rulemaking Guide: Specific Analyses for Steps 3 and 7 (page 15) and A Guide to the Paperwork Reduction Act: Estimating the Burden, Burden Activities, and How to estimate burden.
